Mission

ST. FRANCIS COMMUNITY SERVICES EMPOWERS LOW-INCOME MULTICULTURAL INDIVIDUALS AND FAMILIES BY PROVIDING EDUCATIONAL OPPORTUNITIES, HOLISTIC SERVICES, AND LEGAL AID TO CREATE A LASTING IMPACT ON THEIR LIVES AND OUR COMMUNITIES.

  • THE CATHOLIC LEGAL ASSISTANCE MINISTRY (CLAM) HAS PROVIDED FREE LEGAL AID IN THE ST. LOUIS AREA FOR 38 YEARS. THE PROGRAM IN FISCAL YEAR 2025 SERVED 1,377 PEOPLE, INCLUDING IMMIGRANTS, VICTIMS OF DOMESTIC VIOLENCE, FAMILIES SEEKING GUARDIANSHIP OF MINORS OR INCAPACITATED ADULTS, AND ABUSED/NEGLECTED CHILDREN. RESULTS WERE POSITIVE: FOR EXAMPLE, 95% OF IMMIGRANTS WHO APPLIED FOR WORK PERMITS WERE APPROVED, AND 98% OF FAMILIES PETITIONING FOR GUARDIANSHIP WERE SUCCESSFUL. ELIGIBLE CLIENTS MUST HAVE AN ANNUAL INCOME OF 150% OF THE FEDERAL POVERTY LEVEL OR LESS. THE SAINT LOUIS UNIVERSITY SCHOOL OF LAW DONATES OFFICE SPACE, COMPUTERS AND SUPPLIES TO CLAM, WHILE LAW SCHOOL STUDENTS SERVE AS INTERNS. THIS ONGOING PARTNERSHIP ALLOWS CLAM TO KEEP OVERHEAD EXPENSES AT A MINIMUM. ADDITIONALLY, VOLUNTEER ATTORNEYS ANNUALLY CONTRIBUTE SERVICES VALUED AT MORE THAN $300,000. IN FY25, THESE PRO-BONO ATTORNEYS HANDLED MORE THAN 55 GUARDIANSHIP CASES, FOR EXAMPLE.

Compensation is as filed in Part VII: reportable pay from this organization and from related organizations, other compensation, and hours per week. The total, marked calculated, is our sum of the three dollar columns, with a blank column counted as $0; the form itself has no total. On a Form 990-EZ the columns are Part IV's instead, and on a Form 990-PF Part VIII's — compensation, contributions to benefit plans, and expense account — and the total sums those. A Schedule J breakdown is as filed: base pay, bonus, other, deferred compensation and nontaxable benefits from this organization, with any from related organizations beside each, and the filer's own total. It is shown with the Part VII listing of the same name on the same return. The form gives no key between the two, so that pairing is ours, and is marked matched by us.
