TO CREATE EMPLOYMENT AND THE CAPITAL INVESTMENT NEEDED TO SUSTAIN ECONOMIC GROWTH IN THE GREATER TOLEDO REGION, AND TO MAKE A SIGNIFICANT CONTRIBUTION TO POSITIVE ECONOMIC DEVELOPMENT IN NORTHWEST OHIO AND SOUTHEAST MICHIGAN.
