Mission and programs · 2025

Mission

VOPA'S MISSION IS TO STAND TO COMBAT HOMELESSNESS AMONG VETERANS BY PROVIDING SUPPORT AND SERVICES NEEDED TO PROMOTE AN EMPOWERED LIFE FILLED WITH STRENGTH AND PURPOSE.

  • VETERANS OUTREACH OF PENNSYLVANIA (VOPA) ESTABLISHED A THERAPEUTIC COMMUNITY IN HARRISBURG PENNSYLVANIA IN 2024 TO ADDRESS THE UNIQUE NEEDS OF VETERANS EXPERIENCING OR AT IMMINENT RISK OF HOMELESSNESS. KNOWN AS VETERANS GROVE, THE SITE IS LOCATED AT A NEXUS OF URBAN, SUBURBAN, AND RURAL COMMUNITIES WITHIN THE SOUTH CENTRAL PA REGION. IT FEATURES 15 SINGLE OCCUPANCY, ADA-ACCESSIBLE TINY HOMES ADJACENT TO A 6,500-SQUARE-FOOT COMMUNITY CENTER LOCATED ON A RESTORATIVE FIVE-ACRE CAMPUS ALONG THE SUSQUEHANNA RIVER. VETERANS GROVE'S INNOVATIVE THERAPEUTIC COMMUNITY PROVIDES MORE THAN A PLACE TO STAY, IT OFFERS A STRUCTURED, HEALING ENVIRONMENT WHERE RESIDENT AND NON-RESIDENT VETERANS CAN REGAIN STABILITY, OBTAIN ACCESS TO A VARIETY OF SUPPORTIVE SERVICES WITH THE GOAL TO RESTORE THEIR INDEPENDENCE, CONFIDENCE, AND BUILD A FOUNDATION FOR LONG-TERM SUCCESS. SERVICES ARE INDIVIDUALLY TAILORED TO ADDRESS HOLISTIC HEALTH AND HOUSING NEEDS SUPPORTED BY A HIGHLY QUALIFIED TEAM OF PROFESSIONALS. VOPA SERVICES ARE PROVIDED AT NO CHARGE TO THE VETERAN. STAFF AND VOLUNTEERS INCLUDE VETERANS AND PEERS WHO HAVE SHARED PERSPECTIVES ON THE MANY FACTORS THAT MAY CONTRIBUTE TO HOMELESSNESS. FOR RESIDENTS, THE TINY HOME PROVIDES A SAFE AND STABLE HOUSING OPPORTUNITY THAT PROMOTES INCREASED ENGAGEMENT WITH GROWTH OPPORTUNITIES AND AN ABILITY TO BE PART OF A COMMUNITY IN A MANNER THAT ALSO SUPPORTS EMPOWERMENT AND RESPECTS SELF-DETERMINATION. THIS OPTION CONTINUES TO SUPPORT ACTIVE PARTICIPATION BY VETERANS, ESPECIALLY THOSE WHO EXPERIENCED CHRONIC HOMELESSNESS, HAVE BEEN UNSUCCESSFUL OR NON-AMENABLE TO OTHER PROGRAM METHODS, OR REQUIRE A MORE INDIVIDUALIZED AND TAILORED PROVISION OF CARE. WHILE AT VETERANS GROVE, THE GOAL OF EACH RESIDENT IS TO UTILIZE THEIR STRENGTHS AND THE SUPPORT OF THE VOPA TEAM TO ADDRESS CHALLENGES, ACHIEVE THEIR GOALS, OBTAIN AND RETAIN PERMANENT HOUSING. FOR RESIDENTS AND NON-RESIDENTS, THE COMMUNITY CENTER SERVES AS THE HUB FOR DAILY PROGRAMMING AND PROVISION OF SUPPORTIVE SERVICES BY VOPA STAFF AND COMMUNITY PARTNERS. SERVICES INCLUDE TRAUMA INFORMED CASE MANAGEMENT, BEHAVIORAL HEALTH COORDINATION, PEER SUPPORT, LIFE SKILLS DEVELOPMENT, WORKFORCE READINESS, FINANCIAL LITERACY, NUTRITION EDUCATION, HEALTHCARE NAVIGATION, TELEMEDICINE, COMMUNITY INTEGRATION, AND BASIC NEEDS. AS A ONE-STOP ACCESS TO SERVICES AND RESOURCES, THE COMMUNITY CENTER IS THE HEART OF VETERANS GROVE AND PROMOTES CONTINUED PARTICIPATION AND ENGAGEMENT BY THE VETERAN. AN ACTIVE PARTICIPANT IN MULTIPLE CONTINUUMS OF CARE AND DIRECT PARTNER WITH GOVERNMENT, PRIVATE, AND COMMUNITY PROVIDERS, VOPA IMPROVED ACCESS AND REDUCED THE TIME NEEDED TO OBTAIN AND RECEIVE VETERAN SPECIFIC AND MAINSTREAM SERVICES AND RESOURCES. THESE EFFORTS CONTRIBUTED DIRECTLY TO A REDUCTION OF VETERANS EXPERIENCING HOMELESSNESS AND MET THE UNIQUE NEEDS OF EACH VETERAN SERVED. IN 2025, VETERANS GROVE SERVED 24 RESIDENT VETERANS AT A 160% UTILIZATION RATE FOR THE TINY HOMES AND PROVIDED A COMPREHENSIVE VARIETY OF SUPPORTIVE SERVICES TO AN ADDITIONAL 109 NON-RESIDENT VETERANS FROM THROUGHOUT THE REGION.

Compensation is as filed in Part VII: reportable pay from this organization and from related organizations, other compensation, and hours per week. The total, marked calculated, is our sum of the three dollar columns, with a blank column counted as $0; the form itself has no total. On a Form 990-EZ the columns are Part IV's instead, and on a Form 990-PF Part VIII's — compensation, contributions to benefit plans, and expense account — and the total sums those.
