Mission and programs · 2022

Mission

Memorial Park Conservancy (MPC) is dedicated to the preservation and enhancement of Memorial Park for today and for future generations; to public use, enjoyment and education in accordance with conditions of the conveyance to the City of Houston.

Activities or mission (Part I)

The mission of the Memorial Park Conservancy (MPC) is to restore, preserve and enhance Memorial Park for the enjoyment of all Houstonians, today and tomorrow.

  • See Schedule OMaster Plan: -Construction of the Running Complex began June 2022. The project includes a new parking lot, running track, restroom, a rally pavilion, and a cafe. The Roy H. Cullen Timing Track and Event Plaza were opened in November 2023. The Cafe will open in April 2024. - February 2023 marked the grand opening for the Kinder Land Bridge and Cyvia and Melvyn Wolff Prairie; Memorial Park Conservancy welcomed more than 15,000 people to the grand opening. This 100-acre project includes 2 land bridges that connect the north and south sides of Memorial Park, whose 1,500 acres is bisected by 6-lane Memorial Drive. It also includes the restoration of native gulf coast prairies north and south of the bridges. This project provides significantly improved connectivity and access for park visitors; restores a disrupted wildlife corridor; boosts biodiversity; increases ecological resilience in the face of climate challenges such as hurricanes and droughts; assists with storm water management; and sequesters relatively more CO2. This project brings positive acclaim not just to Memorial Park but to Houston. - In October 2022, MPC completed construction of the realignment of the Seymour Lieberman Trail between Eastern Glades and the Land Bridge & Prairie. One mile of this trail previously sat perilously close to Memorial Drive. This realignment moved 1 mile of the trail off of Memorial Drive, improving user safety and enjoyment for the thousands of Houstonians who use this trail daily. The project includes three pedestrian bridges over ravines north of Memorial Drive.

Compensation is as filed in Part VII: reportable pay from this organization and from related organizations, other compensation, and hours per week. The total, marked calculated, is our sum of the three dollar columns, with a blank column counted as $0; the form itself has no total. On a Form 990-EZ the columns are Part IV's instead, and on a Form 990-PF Part VIII's — compensation, contributions to benefit plans, and expense account — and the total sums those. A Schedule J breakdown is as filed: base pay, bonus, other, deferred compensation and nontaxable benefits from this organization, with any from related organizations beside each, and the filer's own total. It is shown with the Part VII listing of the same name on the same return. The form gives no key between the two, so that pairing is ours, and is marked matched by us.

The filer's explanations (Part III)

Part I, Line 7
The Compensation Committee of the Memorial Park Board of Directors determines the compensation (base and bonus) for the President/CEO. The Compensation Committee also ratifies compensation (base and bonus) for all employees elected as officers of the organization. With guidance from a national, third-party compensation consulting firm, compensation determinations are based on individual performance and an annual benchmarking study which takes into consideration both national and local similarly situated organizations.

Part I's answers as filed. A line not listed was left unanswered; on lines 1a and 3 that means the box was not checked.
