Mission and programs · 2023

Mission

A FAITH-BASED ORGANIZATION WHOSE MISSION IS TO IMPROVE THE HEALTH OF THE PEOPLE IN THE COMMUNITIES IT SERVES REGARDLESS OF THEIR ABILITY TO PAY.

  • Texas Health Presbyterian Hospital Kaufman (THK) was opened in 1975 and is a 42 staffed bed hospital located in Kaufman, Texas. THK serves the rural community of Kaufman and the surrounding area. It offers a wide range of services including general surgery, orthopedic surgery, ICU, Telemetry, medical surgical care, and a 24-hour emergency department. THK provides quality medical healthcare regardless of race, creed, sex, national origin, handicap, age, or ability to pay. The hospital provides care to persons covered by governmental programs including Medicare and Medicaid for reimbursement that does not always cover the cost of providing the care. Recognizing its mission to the community, services are provided to both financially indigent and medically indigent patients. To the extent reimbursement for services is below cost, THK recognizes the difference as charity care. Community benefit is also provided through many free programs to the community. These services are essential to provide complete healthcare to the communities they served. Some of these programs include Supported Senior Citizens in Kaufman County with free flu clinics, Health Fairs especially for Senior Citizens centers in Kemp and Kaufman, and community health fairs at local and surrounding service area schools. Community members were informed about such subjects as general health and high blood pressure. There was also blood pressure screening available free of charge, Matter of Balance Classes to Kaufman County Senior Citizens Monthly, diabetes education, and a Car Seat Fitting Station for the community. The hospital also supports the local community service area through volunteer time and monetary contributions. Programs sponsored include, but are not limited to, the local area school district, United Way, Meals on Wheels (Senior Connect), Salvation Army's food program, Angel Tree, local churches and the Kaufman Center Food Bank. THK also has a close relationship with the community college TVCC and Texas Tech University pharmacy program. THK had 2,543 patient days, 1,003 discharges, 33,157 outpatient encounters, and 26,204 emergency room visits during the 2023 calendar year.

Compensation is as filed in Part VII: reportable pay from this organization and from related organizations, other compensation, and hours per week. The total, marked calculated, is our sum of the three dollar columns, with a blank column counted as $0; the form itself has no total. On a Form 990-EZ the columns are Part IV's instead, and on a Form 990-PF Part VIII's — compensation, contributions to benefit plans, and expense account — and the total sums those. A Schedule J breakdown is as filed: base pay, bonus, other, deferred compensation and nontaxable benefits from this organization, with any from related organizations beside each, and the filer's own total. It is shown with the Part VII listing of the same name on the same return. The form gives no key between the two, so that pairing is ours, and is marked matched by us.

The filer's explanations (Part III)

Schedule J, Part I, Line 1a- Discretionary Spending Account
Each executive at the vice president level and above receives a perk allowance and flexible benefit allowance which is included in the taxable compensation of the employee. The perk allowance covers costs such as business use of their personal vehicles in lieu of reimbursement for auto mileage. The flexible benefit allowance can be used to purchase executive benefits on an after-tax basis.
Schedule J, Part I, LIne 3- CEO Compensation
The organization relied on Texas Health Resources (THR), a related 501(c)(3) organization with centralized compensation professionals to use the following methods to establish the compensation of the organization's top executive officer who is responsible for the daily operations of the hospital. * The Governance committee (which includes independent persons) performs reviews and makes recommendations to the THR Board to approve the overall payment philosophy. * An Independent compensation consultant may be hired. * Compensation surveys or studies are utilized. * Board or Governance committee approves the executive compensation parameters within the executive compensation philosophy. The President is a corporate officer providing oversight of the COO/CNO and whose compensation is paid and determined by THR.
Schedule J, Part I, Line 4B-Nonqualified Retirement Plan
Participation in the THR plans is made available to a select group of management and highly compensated employees who are providing services in key positions of management and/or responsibility and who are determined by the THR Board of Trustees. SERP: For the active restoration account (Account balances after 12/31/2009) SERP benefits vest while the participant is employed if the participant: * Reaches age 65 * Becomes disabled or dies, * Reaches the following years of service: 2 Years - 25%; 3 Years - 50%; 4 Years - 75% and 5 or more years - 100% Participants must be employed on Dec 1 to qualify for the current year's SERP Benefit unless separation is due to death, disability, retirement (Age 65) or early retirement (separation from service at or after age 55 with 75 years of combined age and service with the system.) SERP benefits are calculated each Dec 1. Vested balances are taxed to the employee and the net balances begin accruing earnings. Vested balances are paid in a cash lump sum within a 90-day period commencing on the earlier of death, disability, or separation from service. The deferred portion is included in Schedule J, Part II, column C. In frozen restoration accounts (account balances prior to 1/1/2010), the participant or beneficiary shall be taxed on his or her vested SERP benefits upon the earliest of: * Continued employment in THR until age 68 * Termination of employment for disability or death * Involuntary termination of employment without reasonable cause; or * Satisfying a 24 month non-compete period following his/her termination of employment. Payment follows the before mentioned events, except in the case of involuntary separation when the participant must wait 24 months to receive the previously taxed benefit. LTIP: The Long Term Incentive Plan covers 2, 3 or 4 years. Payouts are made over 2, 3, or 4 years after key performance goals are met. Benefits vest if they are employed at the end of the year the payout is made. Payments can also be made if separation is due to death, disability, retirement (Age 65) or early retirement (separation from service at or after age 55 with 75 years of combined age and service with the system.) In the case of retirement and early retirement, CEO approval must be obtained and a non-compete must be satisfied prior to the end of year payout. Retention: A retention agreement may be offered to an executive in a key position or based on succession planning needs of the system. The length of the retention period will be dependent upon the needs of the organization to retain the key executive. Payments are made within 2 months following the end of the retention period. Payouts to the following employees were made during the year for all the plans listed above. The amounts below are included in the amount reported on Sch J, Part II, Column B(iii) and Column (F).
