Compensation is as filed in Part VII: reportable pay from this organization and from related organizations, other compensation, and hours per week. The total, marked calculated, is our sum of the three dollar columns, with a blank column counted as $0; the form itself has no total. On a Form 990-EZ the columns are Part IV's instead, and on a Form 990-PF Part VIII's — compensation, contributions to benefit plans, and expense account — and the total sums those. A Schedule J breakdown is as filed: base pay, bonus, other, deferred compensation and nontaxable benefits from this organization, with any from related organizations beside each, and the filer's own total. It is shown with the Part VII listing of the same name on the same return. The form gives no key between the two, so that pairing is ours, and is marked matched by us.

The filer's explanations (Part III)
- Part I, Line 3
- The Organization's process for determining the compensation of officers and key employees is ultimately decided by Harbor Homes, Inc., a related organization. The President and CEO is employed by contract, which is reviewed before it expires. The Board of Directors engages legal counsel and other qualified experts for assistance in reviewing the CEO employment contract and any compensation and/or benefit agreements. The base for CEO's compensation is compared with other nonprofit CEOs, reviewed by legal counsel, and approved by the Board of Directors prior to agreement to ensure reasonableness. The President and CEO is responsible for determining and reviewing the compensation of employees and officers that report directly back to the CEO. In cases where the CEO and any directly reporting employees also involves an individual who shares some conflict of interest with the CEO, the CEO will follow the procedures outlined above for determining the President and CEO's own compensation agreement.
- Part I, Line 4b
- The Organization participates in the consolidated Harbor Care supplemental non-qualified retirement plans and deferred compensation agreements that are provided to certain executives and highly compensated employees. The amounts ultimately due to employees under the plans are to be paid upon the employees attaining certain criteria, including age. Harbor Homes, Inc., a related-organization, maintains a 457(f) ineligible deferred compensation plan for Peter Kelleher, the Organization's President & CEO. Under the terms of the plan, Mr. Kelleher's balance in the plan became vested by June 30, 2022, and he became entitled to receive amounts vested within 30 days of that date. Mr. Kelleher's term of service with the Organization concluded by October 2022. Subsequent to the end of his term of service and after the calendar year ending December 2022, Mr. Kelleher took final distributions of $55,741, which include earnings, from his 457(f) Plan and liquidated his account. Accordingly, such distributions are not reported on this Form 990 for the period ending June 30, 2023, as this Form 990 reports compensation relative to the calendar year ending 2022; Mr. Kelleher did not recognize in his income any distributions from the plan for the period ending December 2022. No other individuals named on this Form 990, Part VII, participated in a 457(f) plan or other supplemental non-qualified retirement plan as defined in the IRS Instructions for Form 990, Schedule J.
Part I's answers as filed. A line not listed was left unanswered; on lines 1a and 3 that means the box was not checked.
