RESPOND TO ECONOMIC, SOCIAL, EDUCATIONAL, AND CULTURAL NEEDS OF HISPANIC/LATINOS IN WESTERN NEW YORK WITH BILINGUAL, BICULTURAL SERVICES THAT PROMOTE SELF SUFFICIENCY AND IMPROVE QUALITY OF LIFE.
