Mission and programs · 2022

Mission

National CAPACD advances equity and creates vibrant, healthy neighborhoods by mobilizing and strengthening a powerful coalition of Asian American, Native Hawaiian, and Pacific Islander (AA and NHPI) community-based organizations working in low-income communities.

Activities or mission (Part I)

See Part III, Line 1.

  • National Housing Counseling Program - National CAPACD is a housing counseling intermediary that supports a network of trusted community-based organizations (CBOs). These organizations deliver culturally and linguistically appropriate housing counseling services to the homeless, low- and moderate-income renters, homebuyers, and homeowners. We provide grants and training resources that support housing counseling services, outreach activities, capacity building, and training. We use a peer-to-peer approach to share best practices and strategies among CBOs. In 2022, the network of 12 organizations served over 5,000 low and moderate-income AA and NHPIs, helping to ensure individuals and families could remain in their homes or build their assets through homeownership.

    Expenses $1,787,766 · Grants $1,315,644

  • Small Business Network / Creative Placemaking - National CAPACD is building the capacity of trusted, culturally competent, and linguistically capable community based organizations through a combination of group training and individualized technical assistance focused on business counseling and micro-lending practice, as well as trainings and opportunities for peer sharing focused on planning and policy to support neighborhood economic stabilization.

    Expenses $1,416,712 · Grants $737,500

  • AAPI Community Resilience Fund - In response to the COVID-19 pandemic, National CAPACD launched the AAPI Community Resilience Fund. This Fund drove national resources to local, low-income AAPI communities with limited access to federal and philanthropic funding and whose needs are typically ignored by mainstream relief and recovery efforts. In 2022, the Community Resilience Fund focused on Cross-Racial Allyship, Healing, and Solidarity. The fund provided sub-grants to 21 AA and NHPI organizations across the country to support their own racial healing and organizational anti-racism work and implement activities that build multi-racial coalitions and advance a progressive agenda for equitable and racially just community reinvestment.

    Expenses $658,604 · Grants $561,603

  • Asset Building & Financial Capability - National CAPACD deploys strategies that improve the financial security of low- and moderate-income AA and NHPIs and broaden opportunities for building wealth. The program uses multigenerational and culturally appropriate models to support financial education, coaching, and financial products that allow participants to save while building credit.

    Expenses $579,856 · Grants $300,960

  • Policy and Civic Engagement - National CAPACD works with our member organizations and national partners to advance policies that impact low- and moderate-income AA and NHPIs and promote the equitable development of neighborhoods. We create opportunities for AA and NHPI community leaders from member organizations to engage in the civic process and policy efforts. National CAPACD advocates on various community development issues and builds partnerships with other national civil rights and advocacy organizations. We work to address the racial wealth divide, protect consumers, and prevent the displacement of low- and moderate-income residents and small businesses because of gentrification.

    Expenses $579,816

  • Building CAPACD Convention - The Building CAPACD Convention brings together hundreds of AA and NHPI organizations and our allies from across the country for one of the largest gatherings of community development practitioners, community organizers, policymakers, and private-sector partners focused on advancing the rights of low-income AA and NHPIs and other communities of color. At the Convention, we discuss programs and strategies, provide feedback and input on National CAPACD's policy and programmatic priorities, and plan for the work ahead to further our collective vision for social and economic justice.

    Expenses $523,211 · Revenue $31,725

  • Community Empowerment - The Community Empowerment program supports member organizations to build community power through grassroots empowerment strategies such as tenant organizing, neighborhood organizing, and civic engagement. In 2022, the program operated a peer-learning cohort comprised of 12 different organizations from across the country to share ideas and strategies and provide peer support to community organizers participating in the program. The participating organizations reached over 3,067 clients in local communities and hosted 103 local trainings.

    Expenses $393,979 · Grants $100,000

  • Membership and Capacity Building - As a coalition, membership is the backbone of National CAPACD's work. We remain committed and accountable to the organizations that sign on to be a part of our broader coalition. Dues-paying member organizations benefit from opportunities to connect and convene with other groups across the country, receive technical assistance and capacity-building support, and collectively shape and inform our policy priorities.

    Expenses $139,214

  • Community in the Capital - Through our annual policy advocacy fellowship program, Community in the Capital (CITC), we have convened more than 150 AA and NHPI leaders from our membership over the last fifteen years. CITC aims to increase the national presence and visibility of AA and NHPI community-based organizations and emerging leaders, and bridge the gap between local and federal policy advocacy.

    Expenses $22,670

  • Lobbying - National CAPACD supported efforts to advocate for policies, programs, and investments that serve to advance our mission and advance the economic and social empowerment of low-income AAPIs, equitable development of AAPI neighborhoods, and further our vision or economic and social justice for all. This work is implemented through direct advocacy efforts with elected officials and mobilization of member organizations to participate in these efforts.

    Expenses $5,171

Compensation is as filed in Part VII: reportable pay from this organization and from related organizations, other compensation, and hours per week. The total, marked calculated, is our sum of the three dollar columns, with a blank column counted as $0; the form itself has no total. On a Form 990-EZ the columns are Part IV's instead, and on a Form 990-PF Part VIII's — compensation, contributions to benefit plans, and expense account — and the total sums those. A Schedule J breakdown is as filed: base pay, bonus, other, deferred compensation and nontaxable benefits from this organization, with any from related organizations beside each, and the filer's own total. It is shown with the Part VII listing of the same name on the same return. The form gives no key between the two, so that pairing is ours, and is marked matched by us.
