USING THE FOLLOWING METHOD: EXECUTIVE SALARIES ARE PROPOSED BASED ON MARKET DATA FOR SIMILAR POSITIONS AND ORGANIZATIONS IN THE WASHINGTON DC AREA. THE BOARD MAKES A FINAL DETERMINATION ON THE COMPENSATION FOR THE PRESIDENT AND EXECUTIVE DIRECTOR.
