Mission and programs · 2023
Mission
Through direct support, individual advocacy, policy change, and health care workforce transformation, MCHA is building a California where women and families are supported, and everyone has the opportunity to be healthy. See Schedule O.
-
Welcome Baby is a model home visitation program designed to improve maternal health and birth outcomes, and provide support for pregnant and parenting women and their families. The program promotes the mothers and babys health, well-being and enhanced nurturing, and understanding of babys development. We provide information, support and a trusted parent coach to meet with women and support them through pregnancy and the first nine months of their babys lives. During home visits, the Welcome Baby staff refer clients to needed resources, distribute baby and mom-friendly items, provide breast feeding education, and provide information on accessing health care coverage. See Schedule O for further details.

MCHA's other programs include CalFresh enrollment and troubleshooting, a community mental health program, a community social services program, and policy work to improve the social services programs with which our clients interact. Our program to provide support for high risk pregnant or parenting women through our Perinatal Outreach and Education staff decreasing provided COVID support in 2023 and now provides short-term case management support for families in need of assistance. This includes supporting the client with basic needs, including food and necessary supplies such as donated diapers, and limited emergency shelter. We conduct health education classes and support groups to help parents grow and learn.Other Programs:Policy/Advocacy: MCHA effects changes in health and social service systems for low-income women and families through administrative changes in health policy and State and local levels.Examples: reviewing state and county health benefits forms and instructions and commenting to help ensure the enrollment system for low-income people is as simple and accurate as possible, helping the state with programming for benefits online, creating newborn enrollment tool kit, flyers so that women know pregnancy coverage lasts one year post-pregnancy.CalFresh enrollment: MCHA knows that access to fresh, healthy food is as integral to good health as is access to insurance. We provide clients with assistance in filling out a CalFresh Program application, make sure documentation is complete, and follow through to ensure the application is reviewed and approved. We assist with semi-annual reporting and annual renewals as well as troubleshoot problem cases. We train other agencies about the processes, documentation required and troubleshooting as well.Community Mental Health Subcontract: MCHA maintains a program to assist with the stress of lack of health coverage and mental health resources. We support and refer to groups and counselors, enroll in health coverage, refer to health services and troubleshoot barriers to receipt of such services. Our program to provide support for high risk pregnant or parenting women through our Perinatal Outreach and Education transitioned to providing short-term case management for Los Angeles County clients with COVID and in 2023, to low-income families in general. This includes supporting clients with their basic needs, food and necessary supplies as well as shelter for isolating and quarantining, and health coverage assistance. We provide health education classes and support groups now virtually to help parents grow and learn. These classes can be rollicking Zumba, mindful meditation, healthy cooking on a budget, dealing with domestic violence, womens health topics, housing and rental rights, immigration issues whatever the community of women finds most pressing. We offer bi-weekly breastfeeding support.P-EBT - Pandemic Electronic Benefits Transfer - In response to COVID-19 related school, childcare closures, children got additional food benefits on EBT cards mailed to the households. Our program was education and problem-solving to let people know of it and help resolve issues with the benefits. In 2023 we were pleased to be chosen to provide emergency food assistance to families in the form of food cards for use at grocery stores. We were able to provide up to $900 in food to 1800 families and individuals in need.Total program expenses were $AMOUNT.

Health Coverage Outreach and Enrollment. Through this program, MCHA provides one-on-one education and assistance to low income people seeking quality health coverage and access to services. MCHA educates people about health coverage options, helps them enroll in or renew their coverage, and works to ensure they are able to use it with clinics, doctors, hospitals, pharmacies and other access points. The greatest need we serve, however, is troubleshooting, or fixing the health coverage when its not working, when clients must switch health programs, or when they have trouble getting the health care they need. We use this knowledge of health coverage issues people face to engage in broader advocacy to improve health delivery systems.

Compensation is as filed in Part VII: reportable pay from this organization and from related organizations, other compensation, and hours per week. The total, marked calculated, is our sum of the three dollar columns, with a blank column counted as $0; the form itself has no total. On a Form 990-EZ the columns are Part IV's instead, and on a Form 990-PF Part VIII's — compensation, contributions to benefit plans, and expense account — and the total sums those.
