Mission
Organizes and advocates for local and state policy change to improve voting methods in public elections.

Legislative Advocacy 2023 was a year of meaningful progress and strategic groundwork at the legislative level. While our ultimate goal-statewide ranked choice voting (RCV)-remains ahead, we celebrated several key milestones. A legislative study was approved that included exploring statewide RCV. We also laid the foundation for the RCV Local Options bill, which will be a top priority in the upcoming session. This bill would empower more Minnesota communities to adopt RCV, advancing our vision of a more representative democracy. Public engagement was strong, with hundreds of volunteers attending committee hearings and contacting legislators in support of RCV. Our legislative efforts received notable media coverage, including a featured article in Politico on April 13, 2023. Electoral Program FairVote Minnesota participated in the special election for House District 52B, awarding our "Democracy Badge" to candidates who publicly supported RCV. The seat was ultimately won by RCV supporter Bianca Virnig. Minnetonka Repeal Defense A major highlight of 2023 was the successful defense of RCV in Minnetonka. Despite a well-funded repeal campaign, local organizers, volunteers, and community allies mobilized effectively. In November, voters decisively rejected the repeal effort, with 59% voting to keep RCV-a wider margin than when it was originally adopted in 2020. This victory reaffirms broad public support for fairer, more representative elections and underscores the resilience of democracy reforms when backed by strong grassroots engagement.

Public Outreach and Engagement Events To raise awareness and build legislative momentum, we hosted six "Rank Your Brew" events with legislative co-sponsors across the Twin Cities metro and in Greater Minnesota (Mankato and Rochester), engaging over 150 participants. We also convened a roundtable with prominent Minnesota business leaders, resulting in a public letter of support for RCV legislation signed by several CEOs. Digital Engagement Our social media presence continued to grow across platforms. In 2023: Twitter (X) posts earned nearly 750,000 impressions, Facebook activity reached nearly 218,000 users, Instagram, a newer platform for us, reached over 115,000 users Fundraising We launched several online fundraising campaigns, hosted a successful summer event with RCV legislative champions, and held a donor briefing during the legislative session to update supporters on our progress. ________________________________________ C3 - Education and Outreach Community Education Events FairVote Minnesota educated voters and public officials about RCV at numerous community events, including the Minnehaha Art Fair, Minnesota State Fair, League of Minnesota Cities Annual Conference, Twin Cities Pride, Open Streets, multiple city Pride festivals (Bloomington, St. Cloud, Hopkins), Hopkins Raspberry Festival, League of Women Voters meetings, and the Association of Minnesota Counties Conference. Executive Director Jeanne Massey also presented at the Represent Us American Democracy Summit in September 2023. RCV Election Education In 2023, RCV was used in 34 races across five Minnesota cities. These elections saw smooth implementation and strong voter participation, with voters reporting that RCV was easy to use and enhanced the democratic process. Civil campaigns and diverse representation were notable outcomes. FairVote Minnesota and its allies led voter education efforts at over 200 candidate forums and events, reaching more than 50,000 voters through door-knocking, social media, radio, phone outreach, and print media. Visit RankYourVote.org for more. Minnesota Flag Contest As part of the state's redesign of the Minnesota flag, FairVote Minnesota hosted an unofficial ranked choice "people's vote" for the final flag designs. More than 12,000 Minnesotans participated, and the initiative received strong support from the task force chair and broad media coverage. Compensation is as filed in Part VII: reportable pay from this organization and from related organizations, other compensation, and hours per week. The total, marked calculated, is our sum of the three dollar columns, with a blank column counted as $0; the form itself has no total. On a Form 990-EZ the columns are Part IV's instead, and on a Form 990-PF Part VIII's — compensation, contributions to benefit plans, and expense account — and the total sums those.
