OUTREACH CONSISTS OF BEING PRESENT, ESTABLISHING A CONNECTION AND COMMUNICATIONS, AND PROVIDING FOOD, WATER, CLOTHING, HYGIENE ITEMS AND OTHER RESOURCES THAT MAY HELP INDIVIDUALS THAT THEY ENCOUNTER ON A DAILY BASIS.
