Mission
AARP Foundation creates and advances effective solutions to reduce poverty for and with older adults.See Schedule OAARP Foundation (the "Foundation") works for and with vulnerable people over 50 to end senior poverty and reduce financial hardship by building economic opportunity. As a charitable affiliate of AARP, the Foundation serves AARP members and nonmembers alike. Through vigorous legal advocacy and evidence-based solutions, and by strengthening supportive community connections, the Foundation fosters resilience, advances equity and restores hope.
Activities or mission (Part I)
Creates and advances effective solutions to reduce poverty for and with older adults.
-
Workforce Programs provide direct services nationwide to adults seeking training and employment. This includes the AARP Foundation Senior Community Service Employment Program ("SCSEP") which matches unemployed adults over 55 with local non-profits and public agencies (host agencies) so they can increase skills and build self-confidence, while earning a modest training wage.
Expenses $95,073,370 · Grants $68,240,564
-
Tax and Credits programs provide free income tax preparation and property tax assistance to low and moderate income persons throughout the country. This includes AARP Foundation Tax Aide ("Tax-Aide") which delivers in-person and virtual tax preparation assistance to anyone, free of charge, with a focus on taxpayers who are over 50 and have low to moderate income. The AARP Foundation Legal Advocacy program ensures that older adults have a voice and proper representation in the legal system. The Foundation's attorneys file and support lawsuits that have a significant impact on senior poverty by reducing barriers to employment; increasing access to public and private benefits; protecting consumers by stopping unlawful business practices and securing refunds for those who have lost money; lowering out-of-pocket costs for key expenses, such as housing, food and health care; and promoting more racially and otherwise equitable outcomes across those areas.
Expenses $6,068,053 · Grants $10,000 · Revenue $240,525
-
The Experience Corps program is a community-based, volunteer program that engages highly-trained volunteers over 50 as tutors and mentors to help K-3 students become better readers by the end of third grade. The program delivers a proven "triple win" - helping students succeed, older adults to thrive, and communities to grow stronger. Experience Corps puts a special emphasis on serving diverse populations in underserved communities, while almost 70% of its volunteers come from a broad variety of non-teaching professions.
Expenses $5,815,734 · Grants $1,290,742
-
Other programs of the Foundation address its goals through a variety of programs designed to increase income and decrease expenditures by helping older adults with low income secure the essentials, including good jobs, eligible benefits, crucial refunds and sustaining social connections.

Compensation is as filed in Part VII: reportable pay from this organization and from related organizations, other compensation, and hours per week. The total, marked calculated, is our sum of the three dollar columns, with a blank column counted as $0; the form itself has no total. On a Form 990-EZ the columns are Part IV's instead, and on a Form 990-PF Part VIII's — compensation, contributions to benefit plans, and expense account — and the total sums those. A Schedule J breakdown is as filed: base pay, bonus, other, deferred compensation and nontaxable benefits from this organization, with any from related organizations beside each, and the filer's own total. It is shown with the Part VII listing of the same name on the same return. The form gives no key between the two, so that pairing is ours, and is marked matched by us.

The filer's explanations (Part III)
- Part I, Line 4a
- In 2023, David Whitehead received a severance payment in the amount of $303,546.44.
- Part I, Line 5
- AARP Foundation participates in AARP's enterprise-wide compensation plan. Under that compensation plan, numerous organizational factors are considered in employee compensation, one of which is gross revenue of AARP and its affiliates.
- Part I, Line 1A:
- All non-employee officers and directors for AARP Foundation serve on a volunteer basis and are not compensated for their generous commitment to AARP Foundation. The officers, directors, and key employees are reimbursed by AARP Foundation for travel and subsistence costs incurred in carrying out their duties. Board members Libby Sartain, Robert Blancato, Margo James Copeland, and Rosanna Marquez sit on both the AARP, Inc. board and the AARP Foundation board. AARP, Inc. pays all spouse/companion travel expenses for these board members and issues the required 1099-MISC with the applicable income tax gross-up payment.
Part I's answers as filed. A line not listed was left unanswered; on lines 1a and 3 that means the box was not checked.
