Mission and programs · 2025

Mission

Engaged in work to end lead poisoning and other environmental hazards.

  • -Funds were used to offer training programs and general project support of UPAL activities relative to our Solar Powered Community resiliency Hub in Petersburg. Related training led to certifications and Workforce Development while creating healthy homes through Building Electrification. An independent training space was launched to offer weatherization and residential energy efficient courses including energy audits. Contributed to our ability to provide stipends for volunteers.

    Expenses $140,000 · Grants $140,000 · Revenue $140,000

  • -Resources used to support Region 3 partners through CEEJH/MATCH and GHHI initiatives that further the missions of climate and justice organizations. Supports development and training activities and apprenticeship opportunities. Supports employee safety, health and wellness. UPAL began to build out plans to install a Food Forest with general operating support that allowed us to engage in coalition building and grassroots organizing around sustainable agriculture and food systems. Meetings to convene partner organizations to increase capacity and provide support in areas of climate justice and a just energy transition.

    Expenses $80,000 · Grants $80,000 · Revenue $80,000

  • Funds were used to continue to close the economic gap building equity and alignment in the Pburg community through the maintenance of a solar powered resiliency hub, which served 1,800 individuals in 2025. The Hub limits the impacts of power outages and provides temporary shelter during climate crises. Funds made it possible for UPAL to ensure energy resiliency used to power administrative offices, classrooms and all common areas while also providing community members access to gather and utilize services. Funds also contributed to awareness raising campaigns / events and other advocacy activities that support organizational and leadership development. In addition we worked with the city of Petersburg on Flood Resilience which includes flood zone mapping and initiation of a project to establish Community Flood Ambassadors.

    Expenses $61,161 · Grants $61,161 · Revenue $61,161

Compensation is as filed in Part VII: reportable pay from this organization and from related organizations, other compensation, and hours per week. The total, marked calculated, is our sum of the three dollar columns, with a blank column counted as $0; the form itself has no total. On a Form 990-EZ the columns are Part IV's instead, and on a Form 990-PF Part VIII's — compensation, contributions to benefit plans, and expense account — and the total sums those. Earlier years are each on their own filing page.

Nonprofiteer parses Forms 990, 990-EZ and 990-PF, in a window of recent tax years. These returns are recorded from the IRS e-file index, so their figures were extracted by that index rather than read from the return here — treat them as a different source from the filings above, not as more of the same record. A dash means the index carries no figure; Form 990-T listings carry none at all.

Grants made

No itemized grants to organizations. Schedule I is filed only by organizations that granted more than $5,000 to a recipient, so most filers have none.

Auto-Revocation List

  • Exemption revoked 15 May 2019.

Publication 78

Listed as of 13 October 2026, under deductibility PC.

These are two separate IRS files on two separate schedules, shown as published and not reconciled with each other. Neither is a statement about whether a contribution is deductible today: 19,245 organizations appear in Publication 78 while the IRS's own revocation file lists them as currently revoked, more than half of those revoked before 2019. Absence from Publication 78 is evidence of nothing, and presence is not evidence either. Verify current status with the IRS before relying on it.
