Mission

People's Homesteading Group Incorporated develops homeownership opportunities for households of low to moderate income households in deteriorated Baltimore neighborhoods and creates job opportunities for disadvantaged adults. PHG also eliminates blighted vacant houses by renovating and occupying them for homeowner occupancy as a means of stabilizing deteriorated Baltimore neighborhoods. PHG also supports neighborhood residents and community leaders to develop and implement physical improvements such as establishing and maintaining gardens on vacant lots as a means of beautifying the neighborhood adjacent to our housing efforts and as a means of engaging youth and their families to responsibly carry out their own physical improvements to their community.

Activities or mission (Part I)

People's Homesteading Group (PHG) develops, coordinates and implements programs and related activities that create opportunities for home ownership for low-to-moderate income households by making physical and social improvements in deteriorated Baltimore neighborhoods, focusing on rehabilitation of vacant, abandoned residential properties. PHG eliminates blighted vacant houses by renovating and occupying them for homeowner occupancy as a means of stabilizing and revitalizing deteriorated Baltimore neighborhoods. In addition, the organization hires disadvantaged adults for entry level construction jobs by carrying out interior demolition for the organization's own projects. Our organization also supported resident efforts to create gardens on vacant lots.

  • In October 2024, People's Homesteading Group (PHG) executed a deed of trust and two notes that provided construction & bridge financing in the amount of $2,008,000 from the Neighborhood Impact Investment Fund. These funds were the principal source of funds to rehabilitate & sell 5 formerly dilapidated, blighted vacant houses for sale to homeowners. These 5 homes raised to twenty homes the number of renovated homes developed by PHG on the 400-block of East 22nd Street--417, 432, 439, 448 and 450 East 22nd. This Historic East 22nd Street Project also received an award of $200,000 in construction related grants from the Baltimore City Department of Housing and Community Development By June 30, 2025, PHG, utilizing the services of a general contractor, successfully renovated the five houses and achieved Baltimore City certificates of occupancy and approval of the important historic property tax credits issued by the Baltimore City Commission for Historical and Architectural Preservation (CHAP) for each of the five homes. Renovating the five vacant houses has increased our number of renovated and sold homes to 20 houses on the 400-block of East 22nd Street. PHG also continues to hire disadvantaged adults to work on our properties through a general contractor and subcontractors and through our Greenmount Jobs center. We also engage minority business enterprises and a woman-owned business enterprise for this work through our General Contractor. Subsequently, after June 30, 2025, PHG successfully sold all five of the properties by the end of calendar year 2025 and has paid back NIIF for construction financing. These events will be reported in the IRS Form 990 for the year ending June 30, 2026.

Compensation is as filed in Part VII: reportable pay from this organization and from related organizations, other compensation, and hours per week. The total, marked calculated, is our sum of the three dollar columns, with a blank column counted as $0; the form itself has no total. On a Form 990-EZ the columns are Part IV's instead, and on a Form 990-PF Part VIII's — compensation, contributions to benefit plans, and expense account — and the total sums those. Earlier years are each on their own filing page.

Nonprofiteer parses Forms 990, 990-EZ and 990-PF, in a window of recent tax years. These returns are recorded from the IRS e-file index, so their figures were extracted by that index rather than read from the return here — treat them as a different source from the filings above, not as more of the same record. A dash means the index carries no figure; Form 990-T listings carry none at all.

No itemized grants to organizations. Schedule I is filed only by organizations that granted more than $5,000 to a recipient, so most filers have none.

Auto-Revocation List

Not listed. The IRS publishes this list for organizations whose exemption was automatically revoked for failing to file for three consecutive years.

Publication 78

Listed as of 13 October 2026, under deductibility PC.

These are two separate IRS files on two separate schedules, shown as published and not reconciled with each other. Neither is a statement about whether a contribution is deductible today: 19,245 organizations appear in Publication 78 while the IRS's own revocation file lists them as currently revoked, more than half of those revoked before 2019. Absence from Publication 78 is evidence of nothing, and presence is not evidence either. Verify current status with the IRS before relying on it.
