  • WLN's democracy program supports local, tribal, and state elected officials across the Interior West and Ohio River Valley in overseeing and strengthening free, fair, and safe democratic processes in their communities. The program provides officials with resources, peer engagement, and action opportunities related to election administration, civic participation, voting rights, and the defense of democratic norms and institutions. WLN works from the conviction that strong environmental protection depends on participatory democracy, and that local officials are uniquely positioned to defend both.In 2025, WLN organized officials in both networks to submit public comments to the U.S. Election Assistance Commission opposing a proposed rulemaking that would require documentary proof of citizenship on the federal voter registration form, a change that could disenfranchise millions of eligible voters. WLN also publicly condemned politically motivated attacks on elected officials in Pennsylvania and Minnesota, affirming that public servants deserve to serve their communities free from harassment, intimidation, and harm, and that civil discourse is foundational to democratic participation.WLN conducted targeted fundraising throughout 2025 to resource a dedicated democracy program coordinator position, successfully securing the funding needed for that role. The program coordinator will implement expanded democracy programming in 2026, including webinars, tools, and resources addressing topics such as closing the funding gap for local elections, coordination between local governments and state election agencies, and election interference at the federal level. This infrastructure investment positions WLN to significantly deepen its democracy work in both the Interior West and Appalachian networks in the coming year.WLN grew its overall network membership by nearly 10 percent in 2025, adding 85 new leaders and partners across all 11 states, and sent 12 or more newsletters and action alerts connecting officials with breaking news, engagement opportunities, and resources at the intersection of environmental protection and democracy.

Compensation is as filed in Part VII: reportable pay from this organization and from related organizations, other compensation, and hours per week. The total, marked calculated, is our sum of the three dollar columns, with a blank column counted as $0; the form itself has no total. On a Form 990-EZ the columns are Part IV's instead, and on a Form 990-PF Part VIII's — compensation, contributions to benefit plans, and expense account — and the total sums those. Earlier years are each on their own filing page.

Nonprofiteer parses Forms 990, 990-EZ and 990-PF, in a window of recent tax years. These returns are recorded from the IRS e-file index, so their figures were extracted by that index rather than read from the return here — treat them as a different source from the filings above, not as more of the same record. A dash means the index carries no figure; Form 990-T listings carry none at all.

Grants made

No itemized grants to organizations. Schedule I is filed only by organizations that granted more than $5,000 to a recipient, so most filers have none.

Grants received

The 10 largest by cash amount. The API serves every itemized grant.

Auto-Revocation List

Not listed. The IRS publishes this list for organizations whose exemption was automatically revoked for failing to file for three consecutive years.

Publication 78

Listed as of 13 October 2026, under deductibility PC.

These are two separate IRS files on two separate schedules, shown as published and not reconciled with each other. Neither is a statement about whether a contribution is deductible today: 19,245 organizations appear in Publication 78 while the IRS's own revocation file lists them as currently revoked, more than half of those revoked before 2019. Absence from Publication 78 is evidence of nothing, and presence is not evidence either. Verify current status with the IRS before relying on it.
