Compensation is as filed in Part VII: reportable pay from this organization and from related organizations, other compensation, and hours per week. The total, marked calculated, is our sum of the three dollar columns, with a blank column counted as $0; the form itself has no total. On a Form 990-EZ the columns are Part IV's instead — compensation, contributions to benefit plans, and expense account — and the total sums those. A Schedule J breakdown is as filed: base pay, bonus, other, deferred compensation and nontaxable benefits from this organization, with any from related organizations beside each, and the filer's own total. It is shown with the Part VII listing of the same name on the same return. The form gives no key between the two, so that pairing is ours, and is marked matched by us.

The filer's explanations (Part III)

PART I, LINE 1A
ERIC WILLIAMS LIVES ON PROPERTY AT BALBOA AND AS PART OF HIS POSITION, HE IS THE CARE-TAKER OF THE BALBOA CAMPUS. HE IS PROVIDED HOUSING FOR THE BENEFIT OF THE ORGANIZATION. THE BENEFIT WAS NOT TREATED AS TAXABLE COMPENSATION BECAUSE IT MET THE FOLLOWING REQUIREMENTS: - THE HOUSING IS PROVIDED ON THE PROPERTY OWNED BY THE BUSINESS OR EMPLOYER. - THE HOUSING IS PROVIDED FOR THE CONVENIENCE OF THE EMPLOYER. - THE EMPLOYER HAD A "SUBSTANTIAL BUSINESS REASON" FOR THIS. - THE EMPLOYEE ACCEPTED HOUSING AS A CONDITION OF EMPLOYMENT.
PART I, LINE 3
THE COUNCIL USES INDEPENDENT REVIEW OF THE SALARIES TO ESTABLISH CEO COMPENSATION. THE BOARD APPOINTS AN EXECUTIVE COMPENSATION COMMITTEE, WHICH WORKS WITH THE DIRECTOR OF HUMAN RESOURCES TO GATHER PERTINENT SALARY INFORMATION, RELATIVE TO SIMILAR POSITIONS ACROSS THE US, AS WELL AS IN SAN DIEGO. THE COMMITTEE MEETS ANNUALLY, CONSIDERS THE IMPACT OF THE COUNCIL'S GEOGRAPHICAL LOCATION ON SALARIES IN OUR REGION, AND CONSIDERS MERIT WHEN ESTABLISHING THE CEO'S COMPENSATION FOR THE NEXT YEAR. THE COMPENSATION FOR OTHER KEY EMPLOYEES IS SET BY THE CEO AND THE HUMAN RESOURCES DEPARTMENT, TAKING INTO ACCOUNT VARIOUS FACTORS, INCLUDING EMPLOYEE PERFORMANCE AND MARKET SALARY INFORMATION.

Part I's answers as filed. A line not listed was left unanswered; on lines 1a and 3 that means the box was not checked.
