Mission and programs · 2025

Mission

THE MISSION OF WOMEN'S EMPOWERMENT IS TO EDUCATE AND EMPOWER WOMEN WHO ARE HOMELESS WITH THE SKILLS AND THE CONFIDENCE NECESSARY TO GET A JOB, CREATE A HEALTHY LIFESTYLE, AND REGAIN A HOME FOR THEMSELVES AND THEIR CHILDREN.

Activities or mission (Part I)

WOMEN'S EMPOWERMENT IS A HOLISTIC PROGRAM THAT RESPONDS TO THE UNIQUE NEEDS OF WOMEN WHO ARE EXPERIENCING HOMELESSNESS.

  • IN 2025, WE PROVIDED WRAP-AROUND SERVICES TO 745 UNDUPLICATED WOMEN AND THEIR CHILDREN. (576 WOMEN AND 169 CHILDREN) EACH WOMAN BEGINS WITH OUR COMPREHENSIVE NINE-WEEK EMPLOYMENT READINESS AND EMPOWERMENT PROGRAM. SHE RECEIVES TRANSPORTATION ASSISTANCE SO SHE CAN SUCCESSFULLY ARRIVE EVERY DAY ON TIME, AND CHILDCARE FOR HER CHILDREN AGES 0-5 IN OUR ON-SITE CHILD DEVELOPMENT CENTER. SHE WORKS ONE-ON-ONE WITH HER SOCIAL WORKER, EMPLOYMENT SPECIALIST, HOUSING SPECIALIST, AND VOLUNTEER CAREER MENTOR WHILE ATTENDING CLASSES ON JOB READINESS, FINANCIAL CAPABILITIES, AND COMPUTER SKILLS, MANY TAUGHT BY OUR OVER 500 SKILLED COMMUNITY VOLUNTEERS. SHE MAY ALSO ATTEND OUR AFTERNOON GROUPS ON COOKING AND NUTRITION, PARENTING, WELLNESS AND RECOVERY, AND DOMESTIC VIOLENCE. SHE CAN ALSO WORK OUT WEEKLY AT THE GYM ACROSS THE STREET.

    Expenses $1,879,117

  • IN 2025, 174 WOMEN SECURED EMPLOYMENT, PAID TRAINING, OR ENROLLED IN HIGHER EDUCATION. OUR EMPLOYMENT TRAINING PARTNERSHIPS ARE IN THE FIELDS OF PROPERTY MANAGEMENT, SOLAR ENERGY, MANUFACTURING, HEALTHCARE, CULINARY ARTS, AND SECURITY. THESE FIELDS OFFER MORE THAN A JOB. THEY PROVIDE A CAREER PATHWAY WITH UPWARD MOBILITY, BENEFITS, AND THE POSSIBILITY OF EARNING A WAGE THAT WILL ALLOW GRADUATES AND THEIR CHILDREN TO SECURE A SAFE PLACE TO LIVE.

  • IN 2025, 111 GRADUATES SECURED STABLE HOUSING WITH THE SUPPORT OF WOMEN'S EMPOWERMENT. TO ENSURE WOMEN IN OUR PROGRAM ARE COMPETITIVE HOUSING APPLICANTS, OUR STUDENTS RECEIVE TRAINING IN THE NATIONALLY RECOGNIZED HOUSING READINESS PROGRAM "READY TO RENT." THE TRAINING INCLUDES LEARNING ABOUT THEIR RIGHTS AND RESPONSIBILITIES AS RESIDENTS, INCLUDING UNDERSTANDING WHAT LANDLORDS EXPECT AND THE BASICS OF LANDLORD-TENANT LAW. THEY RECEIVE THEIR CREDIT REPORT AND LEARN HOW TO BOOST THEIR CREDIT AND BUDGET WITH THE INCOME THEY HAVE.

  • IN RESPONSE TO THE HOUSING CRISIS IN SACRAMENTO, WOMEN'S EMPOWERMENT CREATED TRELLIS GARDENS, OUR TRANSITIONAL WORKFORCE HOUSING PROGRAM FOR GRADUATES WITH MINOR CHILDREN WHO HAVE SECURED A JOB BUT STILL CAN'T AFFORD MARKET RATE HOUSING. IN 2025, 25 MOMS AND THEIR 52 CHILDREN LEASED THESE COTTAGES FOR UP TO 18 MONTHS. THIS BUOYS THEIR SUCCESS AND ALLOWS THEM TO CONTINUE THAT TRAJECTORY, BUILDING THEIR CREDIT, BEGINNING A SAVINGS ACCOUNT, PUTTING DOWN ROOTS IN THEIR JOBS, AND EVENTUALLY SECURING A PROMOTION THAT ALLOWS THEM TO QUALIFY FOR MARKET-RATE HOUSING. THIS PROGRAM PROVIDES THE CRITICAL STEPPINGSTONE THEY NEED TO RECLAIM THEIR LIVES AND FUTURES, EMPOWERING THEM TO DEFINE THEMSELVES BY WHO THEY ARE AND WHAT THEY CONTRIBUTE TO THEIR COMMUNITY RATHER THAN BY THEIR LACK OF HOUSING.

Compensation is as filed in Part VII: reportable pay from this organization and from related organizations, other compensation, and hours per week. The total, marked calculated, is our sum of the three dollar columns, with a blank column counted as $0; the form itself has no total. On a Form 990-EZ the columns are Part IV's instead, and on a Form 990-PF Part VIII's — compensation, contributions to benefit plans, and expense account — and the total sums those. Earlier years are each on their own filing page.

Nonprofiteer parses Forms 990, 990-EZ and 990-PF, in a window of recent tax years. These returns are recorded from the IRS e-file index, so their figures were extracted by that index rather than read from the return here — treat them as a different source from the filings above, not as more of the same record. A dash means the index carries no figure; Form 990-T listings carry none at all. Showing the 10 most recent; the API carries the rest.

Grants made

No itemized grants to organizations. Schedule I is filed only by organizations that granted more than $5,000 to a recipient, so most filers have none.

Grants received

The 10 largest by cash amount. The API serves every itemized grant.

Other IRS files

Auto-Revocation List

Not listed. The IRS publishes this list for organizations whose exemption was automatically revoked for failing to file for three consecutive years.

Publication 78

Listed as of 13 October 2026, under deductibility PC.

These are two separate IRS files on two separate schedules, shown as published and not reconciled with each other. Neither is a statement about whether a contribution is deductible today: 19,245 organizations appear in Publication 78 while the IRS's own revocation file lists them as currently revoked, more than half of those revoked before 2019. Absence from Publication 78 is evidence of nothing, and presence is not evidence either. Verify current status with the IRS before relying on it.
