Mission
THE CONSORTIUM FOR OUTCOME MEASURES AND BIOMARKERS FOR NEURODEVELOPMENTAL DISORDERS IS A NON-PROFIT ORGANIZATION DEVOTED TO SPEEDING THE PATH TO CLINICAL TREATMENTS FOR PEOPLE WITH RARE GENETIC NEURODEVELOPMENTAL DISORDERS BY POOLING EFFORTS, STUDIES, AND DATA.
-
BIOREPOSITORY: IN A 2024 STRATEGIC PLANNING PROCESS, SURVEYS WERE SENT SEPARATELY TO THE CLINICAL ADVISORY BOARD (CAB), SCIENTIFIC ADVISORY BOARD (SAB), PATIENT ADVOCACY ADVISORY BOARD (PAB) AND INDUSTRY ADVISORY BOARD (IAB), AND EACH INDEPENDENTLY PRIORITIZED BIOMARKER STUDIES ABOVE ALL OTHER EFFORTS. ACROSS ALL OF THE ADVISORY BOARDS, NATURAL HISTORY WAS THE SECOND MOST COMMONLY CHOSEN AREA OF CONCERN, BUT AMONGST THE PAB, CONSTRUCTION OF RESEARCH STRATEGIC PLANS WAS THE SECOND HIGHEST PRIORITY. BASED ON THESE PRIORITIES, COMBINEDBRAIN HAS FOCUSED EXTENSIVE EFFORTS ON HOSTING A BIOREPOSITORY AND ORGANIZING PRE-COMPETITIVE BIOMARKER PROJECTS. THE REPOSITORY IS FUNDED AND GOVERNED BY MEMBER PAGS.
Expenses $725,850 · Grants $8,000 · Revenue $428,224

RENT A NEUROSCIENTIST: TO RESPOND TO THE PAB REQUEST FOR HELP WITH STRATEGIC RESEARCH PLANS, COMBINEDBRAIN HIRES POST-DOCTORAL FELLOWS, AND STUDENT INTERNS. THESE TEAMS STAFF THE RENT-A-BRAIN PROGRAM, WHICH ASSISTS WITH THE ROADSHOW, BUT PRIMARILY SERVES AS PART-TIME SCIENTIFIC OFFICERS FOR MEMBER PAGS. WHEN REQUESTED, THESE TEAMS REVIEW THE LANDSCAPE OF DRUG DEVELOPMENT FOR A GIVEN DISORDER IN AN OBJECTIVE AND ECONOMICAL WAY, RESULTING IN A SERIES OF RECOMMENDATIONS FOR MOVING AS FAST AS POSSIBLE FROM DIAGNOSIS TO AN FDA-APPROVED DRUG. THE RENT-A-BRAIN TEAMS ALSO ASSIST PAGS WITH GRANT APPLICATIONS, GRANT REVIEWS, LITERATURE SUMMARIES, DISEASE CONCEPT STUDIES, AND MANUSCRIPT PREPARATION. RENTA-BRAIN ACTIVITIES VARY WIDELY, AS DEMANDED BY THE PAGS AND ADVISORY BOARDS. FOR EXAMPLE, ONE TEAM HAS PREPARED SCIENTIFIC RATIONALE FOR ADDING MEMBER DISORDERS TO DIAGNOSTIC MICROARRAYS, ANOTHER HAS PREPARED APPLICATIONS FOR ICD-10 CODES, AND ANOTHER HAS DRAFTED A SURVEY OF TOILETING ABILITIES TO BE PILOTED ACROSS NEURODEVELOPMENTAL DISORDERS, AMONGST MANY OTHER PROJECTS.

Compensation is as filed in Part VII: reportable pay from this organization and from related organizations, other compensation, and hours per week. The total, marked calculated, is our sum of the three dollar columns, with a blank column counted as $0; the form itself has no total. On a Form 990-EZ the columns are Part IV's instead, and on a Form 990-PF Part VIII's — compensation, contributions to benefit plans, and expense account — and the total sums those. Earlier years are each on their own filing page.

Nonprofiteer parses Forms 990, 990-EZ and 990-PF, in a window of recent tax years. These returns are recorded from the IRS e-file index, so their figures were extracted by that index rather than read from the return here — treat them as a different source from the filings above, not as more of the same record. A dash means the index carries no figure; Form 990-T listings carry none at all.

Auto-Revocation List
Not listed. The IRS publishes this list for organizations whose exemption was automatically revoked for failing to file for three consecutive years.
Publication 78
Listed as of 13 October 2026, under deductibility PC.
These are two separate IRS files on two separate schedules, shown as published and not reconciled with each other. Neither is a statement about whether a contribution is deductible today: 19,245 organizations appear in Publication 78 while the IRS's own revocation file lists them as currently revoked, more than half of those revoked before 2019. Absence from Publication 78 is evidence of nothing, and presence is not evidence either. Verify current status with the IRS before relying on it.
