Mission and programs · 2024

Mission

Physicians for a Healthy California is dedicated to improving community health, growing a diverse physician workforce and promoting health equity. Our programs continue to improve public health, provide clinical practice support and improvement, and address the social determinants of health and access to care.

  • CalMedForce administers annual grants to fund residency positions at graduate medical education (GME) programs throughout California to train physicians and help the state address its growing physician shortage. The University of California is the designated recipient of the funding via tobacco tax revenues, Proposition 56, and has contracted with PHC to administer this GME grant program. In 2024, the seventh cycle of CalMedForce awarded the largest number of residency programs: 142 residencies were awarded $25.1 million to support 184 positions.

    Expenses $1,620,894 · Revenue $1,578,957

  • CalHealthCares administers loan repayment for educational debt to California physicians and dentists who provide care to Medi-Cal patients, which represent one-third of Californians and half of the state's children. The Department of Health Care Services has funded the program through the state tobacco tax revenues, Proposition 56, and contracted with PHC to administer the statewide program. Eligible physicians can apply for up to $300,000 in loan repayment in exchange for a five-year service obligation. Eligible dentists can apply for up to $300,000 in exchange for a five-year service obligation or a practice support grant of up to $300,000 in exchange for a ten-year service obligation. In 2024, the majority of CalHealthCares' first group of awardees completed their five-year service term, receiving over $52.8 million in education loan repayment.

    Expenses $1,719,170 · Revenue $1,667,349

  • The Health Equity Leadership Summit is held annually in the Fall to bring together a community of physicians, residents, medical students, administrators, allies and advocates for hands-on training, in-depth conversations and leadership development opportunities.

    Expenses $227,559 · Grants $5,782 · Revenue $15,162

  • Physicians for a Healthy California has smaller programs that focuses on its mission. AstraZeneca provided a contribution of 200,000 for the purpose of supporting the Lung Cancer Awareness and Screening Program. The California HealthCare Foundation awarded a grant for the purpose of providing support for the "Chief Health Equity Officer Landscape" to identify and catalog Chief Health Equity Officers or equivalent senior staff leading health equity efforts across California's acute care finance and delivery system. The organization contributed $1 million to California Medical Association to educate the public relating to Medi-Cal.

    Expenses $1,373,939 · Grants $1,022,987 · Revenue $17,212

Compensation is as filed in Part VII: reportable pay from this organization and from related organizations, other compensation, and hours per week. The total, marked calculated, is our sum of the three dollar columns, with a blank column counted as $0; the form itself has no total. On a Form 990-EZ the columns are Part IV's instead, and on a Form 990-PF Part VIII's — compensation, contributions to benefit plans, and expense account — and the total sums those. A Schedule J breakdown is as filed: base pay, bonus, other, deferred compensation and nontaxable benefits from this organization, with any from related organizations beside each, and the filer's own total. It is shown with the Part VII listing of the same name on the same return. The form gives no key between the two, so that pairing is ours, and is marked matched by us. Earlier years are each on their own filing page.

Nonprofiteer parses Forms 990, 990-EZ and 990-PF, in a window of recent tax years. These returns are recorded from the IRS e-file index, so their figures were extracted by that index rather than read from the return here — treat them as a different source from the filings above, not as more of the same record. A dash means the index carries no figure; Form 990-T listings carry none at all.

Grants made

  • 2024 A Board approved contribution to support the passage of Proposition 35, which provides funding to pay for Medi-Cal health care services and protect access to primary and specialty care, and mental health providers.

  • 2023 The purpose of the grant was to promote cooperative efforts and unity between private practitioners and those in the academic sector, provide continuing medical education for its participating fellows and guests, and support physicians in training so as to encourage careers in Obstetrics and Gynecology.

Auto-Revocation List

Not listed. The IRS publishes this list for organizations whose exemption was automatically revoked for failing to file for three consecutive years.

Publication 78

Listed as of 13 October 2026, under deductibility PC.

These are two separate IRS files on two separate schedules, shown as published and not reconciled with each other. Neither is a statement about whether a contribution is deductible today: 19,245 organizations appear in Publication 78 while the IRS's own revocation file lists them as currently revoked, more than half of those revoked before 2019. Absence from Publication 78 is evidence of nothing, and presence is not evidence either. Verify current status with the IRS before relying on it.
