RACETRACK SAFETY PROGRAM: AS OF DECEMBER 31, 2024, APPROXIMATELY 76,900 COVERED HORSES AND 36,500 COVERED PERSONS WERE REGISTERED WITH HISA, INCLUDING 1,200 VETERINARIANS ACTIVELY INVOLVED IN THE DAILY AND SPECIALIZED CARE OF EQUINE ATHLETES.IN 2024, HISA COMPLETED ACCREDITATION VISITS AT 22 RACETRACKS, RESULTING IN SIGNIFICANT SAFETY IMPROVEMENTS, SUCH AS ADDITIONAL INVESTMENTS IN ADVANCED SURFACE MAINTENANCE EQUIPMENT, INCREASES IN THE DAILY REPORTING OF SURFACE CONDITION MEASUREMENTS AND TIGHTER CONTROLS OVER STABLE GATE ENTRY AND EXIT PROCEDURES.IN 2024, HISA LAUNCHED HISA CHECK, A PLATFORM THAT ANALYZES DATA FROM HISA'S COMPREHENSIVE MEDICAL DATABASE, HISTORICAL PERFORMANCE RECORDS AND OTHER RISK FACTORS TO IDENTIFY HORSES AT INCREASED RISK OF INJURY. HISA ALSO INTRODUCED HISA HORSE IN-SIGHT, A TOOL THAT PROVIDES A COMPLETE VIEW OF A HORSE'S HEALTH AND PERFORMANCE OVER ITS ENTIRE CAREER, HELPING REGULATORY VETERINARIANS MAKE MORE INFORMED, TIMELY AND ACCURATE DECISIONS.IN JULY 2024, HISA'S REVISED RACETRACK SAFETY PROGRAM TOOK EFFECT, BRINGING SIGNIFICANT UPDATES TO RULES ON PROHIBITED PRACTICES, INTRA-ARTICULAR INJECTION STAND-DOWN TIMES, THE VOID CLAIM RULE AND VETERINARIANS' LIST PROTOCOLS, ALL SUPPORTED BY A ROBUST EDUCATION CAMPAIGN.TOGETHER, THESE INITIATIVES CONTRIBUTED TO A RECORD-LOW RACING-RELATED EQUINE FATALITY RATE OF 0.90 PER 1,000 STARTS AT THE 47 RACETRACKS OPERATING UNDER HISA'S RULES. THE RATE OF 0.90 IS A 35% DECREASE FROM THE RATE OF 1.39 REPORTED BY THE EID IN 2021THE LAST FULL YEAR PRIOR TO THE LAUNCH OF HISA'S RACETRACK SAFETY PROGRAMAND A 27% DECREASE FROM THE RATE OF 1.23 THAT HISA REPORTED LAST YEAR. IT ALSO REPRESENTS A 55% DECLINE SINCE 2009, WHEN THE EID FIRST BEGAN REPORTING SUCH FATALITIES, AT A RATE OF 2.00.

HISA'S ANTI-DOPING AND MEDICATION CONTROL (ADMC) PROGRAM, WHICH WAS LAUNCHED IN MAY 2023, IS ENFORCED BY THE HORSERACING INTEGRITY & WELFARE UNIT, AN INDEPENDENT AGENCY. IN 2024, MORE THAN 76,500 SAMPLE COLLECTION SESSIONS WERE CONDUCTED BY CERTIFIED SAMPLE COLLECTION PERSONNEL, WITH AN ADVERSE ANALYTICAL FINDING (POSITIVE TEST) RATE OF .48%. COMPARED TO 2023, THE ADMC PROGRAM SHOWED SHORTER TURNAROUND TIMES FOR RESULTS REPORTING IN 2024. ADDITIONALLY, HIWU'S INVESTIGATIONS UNIT RECEIVED MORE THAN 200 TIPS THROUGH THE ANONYMOUS WHISTLEBLOWER PLATFORMS AND NEARLY 500 INVESTIGATIVE INQUIRIES WERE INITIATED. IN TOTAL, 394 NOTICES OF POTENTIAL VIOLATIONS WERE FILED IN 2024, RESULTING IN 368 CHARGES FOR 65 ANTI-DOPING RULE VIOLATIONS AND 303 CONTROLLED MEDICATION RULE VIOLATIONS. FURTHERMORE, HIWU PREPARED FOR THE IMPLEMENTATION OF THE HISA EQUINE ANALYTICAL LABORATORY (HEAL) ACCREDITATION STANDARDS, WHICH WENT INTO EFFECT ON JANUARY 1, 2025. AN INDEPENDENT LABORATORY EXPERT GROUP WAS ESTABLISHED TO HELP OVERSEE THE ACCREDITATION PROGRAM AND GRANTED PROBATIONARY HEAL ACCREDITATION TO FOUR LABORATORIES BY THE END OF 2024.

Compensation is as filed in Part VII: reportable pay from this organization and from related organizations, other compensation, and hours per week. The total, marked calculated, is our sum of the three dollar columns, with a blank column counted as $0; the form itself has no total. On a Form 990-EZ the columns are Part IV's instead, and on a Form 990-PF Part VIII's — compensation, contributions to benefit plans, and expense account — and the total sums those. A Schedule J breakdown is as filed: base pay, bonus, other, deferred compensation and nontaxable benefits from this organization, with any from related organizations beside each, and the filer's own total. It is shown with the Part VII listing of the same name on the same return. The form gives no key between the two, so that pairing is ours, and is marked matched by us. Earlier years are each on their own filing page.

Auto-Revocation List
Not listed. The IRS publishes this list for organizations whose exemption was automatically revoked for failing to file for three consecutive years.
Publication 78
Not present in the most recent drop.
These are two separate IRS files on two separate schedules, shown as published and not reconciled with each other. Neither is a statement about whether a contribution is deductible today: 19,245 organizations appear in Publication 78 while the IRS's own revocation file lists them as currently revoked, more than half of those revoked before 2019. Absence from Publication 78 is evidence of nothing, and presence is not evidence either. Verify current status with the IRS before relying on it.
