Mission and programs · 2024

Mission

OUR MISSION IS TO IMPROVE PEOPLE'S WELL-BEING THROUGH RIGOROUS, DATA-DRIVEN JOURNALISM. WE COLLABORATE WITH NEWSROOMS AROUND THE U.S. TO ENSURE BOTH TARGETED AND BROAD DISTRIBUTION OF OUR STORIES. WE EMPHASIZE PARTNERSHIPS THAT GIVE RESOURCE-CONSTRAINED LOCAL NEWS OUTLETS THE ABILITY TO DO AMBITIOUS REPORTING THEY'D OTHERWISE NEVER BE ABLE TO DO.

Activities or mission (Part I)

PUBLIC HEALTH WATCH IS THE ONLY NONPROFIT, NONPARTISAN NEWSROOM IN THE UNITED STATES DEDICATED EXCLUSIVELY TO INVESTIGATING LIFE-THREATENING PUBLIC HEALTH INEQUITIES.

  • FROM LIFE-THREATENING AIR POLLUTION IN A HOUSTON-AREA COMMUNITY TO A RESURGENCE OF BLACK LUNG IN APPALACHIA AND THE REAL-WORLD CONSEQUENCES OF TEXAS'S WORST-IN-THE-NATION UNINSURED RATE, PUBLIC HEALTH WATCH PRODUCED CUTTING-EDGE JOURNALISM ON A WIDE RANGE OF TOPICS IN 2024. AMONG THE HIGHLIGHTS:* OUR "TOXIC TEXAS AIR" SERIES REVEALED THAT LEVELS OF BENZENE EMISSIONS IN CHANNELVIEW, TEXAS, HAD REACHED NEW HEIGHTS, EXCEEDING EVEN TEXAS'S GUIDELINES, THE WEAKEST IN THE NATION. THE SERIES PROMPTED A TEXAS LEGISLATOR TO INTRODUCE A TOUGH NEW BILL TO CURB POLLUTION IN THE COMMUNITY. PHW ALSO CONDUCTED A WELL-ATTENDED TOWN HALL IN CHANNELVIEW.* OUR STORY REPORTED THAT DOMESTIC VIOLENCE SHELTERS IN TEXAS HAVE SEEN A SURGE OF PREGNANT WOMEN IN THE WAKE OF THE U.S. SUPREME COURT'S DOBBS DECISION.* "THE HOLDOUTS," A COLLABORATIVE PROJECT ON THE UNINSURED, FEATURED WRITTEN AND AUDIO STORIES FROM PHW AND WUSF, A TAMPA PUBLIC RADIO STATION. THE REPORT RE-PUBLISHED BY OUTLETS NATIONWIDE AND AIRED BY NPR EXAMINED HOW FLORIDA AND OTHER STATES WITHOUT MEDICAID EXPANSION ARE MISSING THE CHANCE TO LOWER OPIOID DEATHS.* PHW AND THREE PARTNERS LAUNCHED A REVOLUTIONARY TOOL, FENCELINEDATA.ORG, THAT WILL MAKE IT EASIER FOR COMMUNITY MEMBERS, JOURNALISTS AND RESEARCHERS TO FIND INFORMATION ON COMPANIES THAT RELEASE HARMFUL CHEMICALS AND CONTRIBUTE TO CLIMATE CHANGE. * FEDERAL REGULATORS FINALLY ACTED ON DEADLY SILICA DUST IN COAL MINES AFTER A PHW JOINT INVESTIGATION IN APPALACHIA. PHW'S STORY WAS CO-PUBLISHED BY LOUISVILLE PUBLIC MEDIA AND MOUNTAIN STATE SPOTLIGHT.* A CLIMATE-CHANGE STORY PORTRAYED HOW MORE FREQUENT AND FIERCE HEAT WAVES IN CALIFORNIA'S SAN JOAQUIN VALLEY ARE TAKING A DISPROPORTIONATE TOLL ON THE ELDERLY.* A PRE-ELECTION STORY FORESHADOWED EVENTS, EXPLAINING HOW A DONALD TRUMP PRESIDENCY COULD JEOPARDIZE MEDICAID BENEFITS FOR TENS OF MILLIONS OF LOW-INCOME PEOPLE.* PHW ACCELERATED ITS EFFORTS TO REPORT AND PRODUCE AN INVESTIGATIVE SERIAL PODCAST, "FUMED," ABOUT THE PEOPLE WHO LIVE IN THE SHADOWS OF AMERICA'S CHEMICAL PLANTS AND OIL REFINERIES. THE PODCAST WAS SCHEDULED FOR RELEASE ON MAJOR PODCAST PLATFORMS IN EARLY 2025. SET IN CHANNELVIEW, TEXAS, IN THE HEART OF THE PETROCHEMICAL INDUSTRY, FUMED FOLLOWS TWO UNLIKELY ACTIVISTS AS THEY RISK EVERYTHING TO KEEP THE SAN JACINTO RIVER FROM BEING OVERRUN BY MASSIVE CHEMICAL BARGES. WE DEPLOYED AUDIO AND INVESTIGATIVE REPORTERS, A PROJECTS EDITOR, PRODUCERS, A DATA JOURNALIST, SOUND AND WEB SPECIALISTS, A COMPOSER AND OTHERS TO DRIVE OUR FIRST MAJOR AUDIO PROJECT NEARLY TO COMPLETION.

Compensation is as filed in Part VII: reportable pay from this organization and from related organizations, other compensation, and hours per week. The total, marked calculated, is our sum of the three dollar columns, with a blank column counted as $0; the form itself has no total. On a Form 990-EZ the columns are Part IV's instead, and on a Form 990-PF Part VIII's — compensation, contributions to benefit plans, and expense account — and the total sums those. A Schedule J breakdown is as filed: base pay, bonus, other, deferred compensation and nontaxable benefits from this organization, with any from related organizations beside each, and the filer's own total. It is shown with the Part VII listing of the same name on the same return. The form gives no key between the two, so that pairing is ours, and is marked matched by us. Earlier years are each on their own filing page.

Grants made

No itemized grants to organizations. Schedule I is filed only by organizations that granted more than $5,000 to a recipient, so most filers have none.

Grants received

The 10 largest by cash amount. The API serves every itemized grant.

Other IRS files

Auto-Revocation List

Not listed. The IRS publishes this list for organizations whose exemption was automatically revoked for failing to file for three consecutive years.

Publication 78

Listed as of 13 October 2026, under deductibility PC.

These are two separate IRS files on two separate schedules, shown as published and not reconciled with each other. Neither is a statement about whether a contribution is deductible today: 19,245 organizations appear in Publication 78 while the IRS's own revocation file lists them as currently revoked, more than half of those revoked before 2019. Absence from Publication 78 is evidence of nothing, and presence is not evidence either. Verify current status with the IRS before relying on it.

The registration facts above come from the IRS Business Master File published 13 October 2026 and read 23 October 2026, for every organization at once. Returns through tax year 2024, the newest we have parsed for this organization.
