Mission
WESHINE DESIGNS, BUILDS, AND OPERATES NEIGHBORHOOD-BASED MICRO-VILLAGES THAT PROVIDE SAFE, TRANSITIONAL SHELTER AND SERVICES WHERE PORTLAND'S VULNERABLE, UNSHELTERED ADULTS CAN LIVE AS THEY PREPARE TO BECOME SUCCESSFUL TENANTS IN PERMANENT, AFFORDABLE HOUSING.
-
FULFILLING ITS MISSION TO BUILD AND OPERATE A NETWORK OF NEIGHBORHOOD-BASED MICRO VILLAGES TO PROVIDE TRANSITIONAL SHELTER FOR UNDERSERVED GROUPS OF UNSHELTERED ADULTS, WESHINE IS CONSTRUCTING THREE MICRO-VILLAGES IN 3 AREAS OF PORTLAND, OR; 2 WERE COMPLETE AS OF THE END OF FY23-24. EACH VILLAGE PROVIDES 10 SAFE, PRIVATE SLEEPING PODS ALONG WITH SHARED HYGIENE, COOKING, AND LAUNDRY FACILITIES WITHIN A FENCED AREA. EACH POD IS LOCKABLE, HEATED AND COOLED, AND IS COMPLETE WITH ROOM LIGHTING AND ELECTRICAL OUTLETS. COMMON SPACES INCLUDE TOILETS, A SHOWER, A KITCHENETTE, A WASHER/DRYER, AND COMMUNAL MEETING SPACE. THERE IS DEDICATED ON-SITE STAFF 7 DAYS A WEEK WITH AFTER-HOUR ON-CALL SUPPORT FOR VILLAGERS. IN FY 23-24, AS WE GAINED EXPERIENCED AND REFINED OUR ADMISSION AND NEEDS ASSESSMENT PROCESS, WE REDUCED THE TOTAL NUMBER OF UNDUPLICATED PERSONS SERVED, DEMONSTRATING A MORE STABLE VILLAGE POPULATION. WE ALSO IMPROVED OUR STAFF ONBOARDING AND TRAINING PROCESSES, RESULTING IN A MORE THAN 80% STAFF RETENTION LEVEL BY THE END OF FY 23-24. AT YEAR END, PARKROSE COMMUNITY VILLAGE HAD SERVED 17 UNDUPLICATED INDIVIDUALS; 41% MADE POSITIVE EXITS TO STABLE AFFORDABLE HOUSING AND ANOTHER 24% ADDITIONAL VILLAGERS EXITED TO TEMPORARY HOUSING SITUATIONS. WE ACHIEVED A 90% OCCUPANCY RATE THIS YEAR. IN COMPARISON, IN THE PRIOR FISCAL YEAR WE SERVED MORE UNDUPLICATED INDIVIDUALSA TOTAL OF 25WITH FEWER POSITIVE EXITS AND AN 80% OCCUPANCY RATE. IN FY 23-24, WE RECEIVED FUNDING FOR THE DEVELOPMENT OF TWO MORE MICRO VILLAGES. WE STARTED CONSTRUCTION ON BOTH VILLAGES AND ANTICIPATED BOTH WOULD OPEN IN FY 24-25. IN FY 23-24, WE ALSO RAISED FUNDS TO BUILD OUR ADMINISTRATIVE CAPACITY, ADDING TWO PART-TIME POSITIONS--AN OPERATIONS SPECIALIST AND AN ADMINISTRATIVE ASSISTANT --TO OUR STAFF.

Compensation is as filed in Part VII: reportable pay from this organization and from related organizations, other compensation, and hours per week. The total, marked calculated, is our sum of the three dollar columns, with a blank column counted as $0; the form itself has no total. On a Form 990-EZ the columns are Part IV's instead, and on a Form 990-PF Part VIII's — compensation, contributions to benefit plans, and expense account — and the total sums those. Earlier years are each on their own filing page.

Auto-Revocation List
Not listed. The IRS publishes this list for organizations whose exemption was automatically revoked for failing to file for three consecutive years.
Publication 78
Listed as of 13 October 2026, under deductibility PC.
These are two separate IRS files on two separate schedules, shown as published and not reconciled with each other. Neither is a statement about whether a contribution is deductible today: 19,245 organizations appear in Publication 78 while the IRS's own revocation file lists them as currently revoked, more than half of those revoked before 2019. Absence from Publication 78 is evidence of nothing, and presence is not evidence either. Verify current status with the IRS before relying on it.
